Charles W. Lotzar

Mr. Lotzar’s extensive legal experience has earned him various accolades from the media and his peers. Since 1991, he has held the highest rating possible with Martindale Hubbell, a worldwide database of legal practitioners and he is specifically recognized as one of the country’s “Preeminent Lawyers.†In 2005, he was recognized by the Phoenix Business Journal’s “Best of the Bar,†“Top Three – Reader’s Choice†and “Peer Recognition – Attorneys’ Picks, as well as for constructing one of Institutional Investor Magazine’s “Deals of the Year†in 1991. Mr. Lotzar has also been recognized by Best Lawyers since 2013 and Super Lawyers since 2014.

Mrs. Lotzar has been the most prolific commentator on Arizona’s current Qualified Allocation Plan for allocation of low-income housing tax credits and actively assists Arizona’s affordable housing trade association. Many of Mrs. Lotzar’s past affordable projects have competed and won national awards.
Prior to joining Lotzar Law Firm, PC, Mrs. Lotzar worked as an attorney with Gust, Rosenfeld & Henderson in Phoenix. She earned her J.D., with distinction, at Arizona State University College of Law and her B.A. with honors at the University of Michigan.

Neil Dubé

Mr. Dubé’s practice focuses primarily in the areas of corporate transactions, including general corporate transactions, business organizations, mergers and acquisitions, corporate governance, securities transactions, federal and state securities law compliance. Prior to joining the Lotzar Law Firm, PC, Mr. Dubé served as General Counsel to an international financial education company.
Mr. Dubé received his Juris Doctorate in 2002 with honors from the University of Notre Dame Law School, where he served on the Notre Dame Law Review for 2 years. He received his Bachelor of Science degree in Accounting in 1998 from Indiana University-South Bend.

Randy Archuleta
Affordable Housing Consultant
Mr. Archuleta’s career in the low-income housing tax credit field spans 28 years. Mr. Archuleta joined the firm in 2010. He served 7 years as the Rental Programs Administrator for the Arizona Department of Housing (2003 through 2010), and served in comparable positions with The Utah Housing Finance Agency (11 years) and the Nebraska Investment Finance Authority (7 years). Mr. Archuleta is one of only a handful of state administrators who has worked in the low-income housing tax credit program since its inception.
