Meet Our Team (1)
Fred Zagurski, CPP, CDT
Principal
Fred Zagurski is an independent security consultant with clients throughout the continental US and Alaska. He is primarily a technical consultant involved with the planning and design of physical security (lighting, barriers, guards, mechanical and electronic devices). He also provides some management consulting in reviewing or developing security policies and procedures. Finally, he does some forensic consulting as an expert witness in cases to determine if there is liability from inadequate levels of security. Most of these cases have been civil litigation involved with parking areas of facilities.
He majored in Electrical Engineering at Washington State University but completed his formal education in Electronics Technology while serving in the United Stated Air Force (Veteran-Owned company). He has been involved full time with all aspects of electronic security since 1971. In 1988, he started his own consulting practice. In 1990, he became a Certified Protection Professional by the American Society for Industrial Security, which he has been a member of since 1984. In 1993, he joined the Construction Specifications Institute and became certified by them in 1995 as a Construction Documents Technologist. In 2000, he joined the National Bureau of Certified Consultants and became a Certified Professional Consultant to Management. He is also a member of the American Jail Association and WAMOA (Washington Assoc. of Maintenance & Operations Administrators at educational facilities).
His design and planning usually involves a campus environment where systems in multiple buildings are connected through various communication systems, which he may also design. The typical services provided would include:
• Evaluation of existing security measures
• Master Planning for future growth
• Conceptual Design development
• Formal Bid Package (drawings and specifications to CSI format)
• Value Engineering
• Cost Estimation
• Attending the Pre-Bid Conference.
• Reviewing Requests for Substitutions.
• Reviewing the bid submittals.
• Reviewing Shop Drawings.
• Performing periodic inspections of the work
• Reviewing Requests for Partial Payments.
• Answering technical questions (RFI's, etc.).
• Verifying Substantial Completion.
• Reviewing final submittals (test reports, etc.).
• Reviewing Operating & Maintenance Manuals.
• Reviewing As-Built Drawings.
• Performing a complete inspection of the system.
• Performing complete testing of the system.
• Coordinating training.
The primary purposes of his services are to minimize risk to a facility and to minimize the cost to implement and operate security programs. This can only be accomplished with involvement during the earliest stage of a project, especially with new construction—from prior to selection of project architect to start of conceptual design with the project architect. His primary tasks would be to establish priorities, risk analysis, influence facility layout, incorporate security into the facility's conceptual design, supplement physical design with electronic security, provide professional bid documents, and monitor establishment of security measures.
Mr. Zagurski subscribes to about two dozen trade magazines, newsletters and newspapers involved with both technical & security management, home automation, construction, parking, school security, IT, & corrections. His continuing education involves attending at least two trade shows every year and he has been a presenter at many of them. He has been interviewed dozens of times by security magazine for articles, has written several articles himself and has been interviewed by all three major TV networks for shows on security issues.
